Fuel levy to finance Zimbabwe’s major highway

The Zimbabwe government has begun mobilizing more funds for the construction and rehabilitation of the Beitbridge-Harare-Chirundu highway.

An estimated US$1 billion is required for the project and government has begun ring-fencing five percent of the excise duty revenue collected from fuel sales.

 The move came into effect on January 1 this year, as announced by finance minister Professor Mthuli Ncube.

“It is therefore critical to secure additional resources for Beitbridge-Harare-Chirundu highway…

“I therefore propose to ring-fence 5 percent of excise duty revenue collected on fuel towards the construction and rehabilitation of the Beitbridge-Harare-Chirundu highway,” Prof Ncube said while presenting his  2020 budget statement in November last year.

To date, government has paid 10 percent upfront for project costs to five contractors that have been chosen to rehabilitate the Chirundu-Harare-Beitbridge highway.
